The plans for this grandiose architectual giant were never completed, as the Empress Elizabeth nearly bankrupted the imperial coffers attempting to finish this project. Built mostly in a rocco fashion, Stasov, in 1835 finished the plans (a scaled down version), in the much more sedate neoclassical style.
